隨著網路電子商務興起，強權逐漸意識到數位空間中資訊流動所帶來的政治風險，並實踐彼此競逐的數位主權主張。本演講將從國際政治經濟視角，分析主要強權如何透過經濟安全管制與基礎設施權力，重塑全球人工智慧價值鏈。

As Internet-based e-commerce expanded, major powers increasingly recognized the political risks associated with the free flow of information across digital networks. In response, they advanced competing visions of digital sovereignty and translated these claims into concrete policy practices. From an international political economy perspective, this talk examines the rise of digital sovereignty and analyzes how major powers use economic security regulation and infrastructural power to reshape the global artificial intelligence value chain.
